What makes a great teacher?

Last year, the state legislature passed a bill on teacher tenure that essentially ties teachers' ability to keep their jobs to how well their students do in their classes. Colorado Public Radio will be reporting on this massive policy change as our state tries to define what effective teaching is, and how to measure it.
