Should South Florida be a bilingual society?

Romance languages such as Spanish and Portuguese are increasingly prevalent in South Florida. So much so that the city of Doral wants to officially recognize Spanish as its second language. Also, Miami-Dade commissioners will consider a proposal to print ballots in the language each voter prefers, instead of in all three languages, English, Spanish and Creole.
