Is insurance driving us out of our homes?

The state created Citizens Property Insurance to be the insurer of last resort for Florida homeowners. But plans to shrink Citizens by loaning money to private insurance companies and allegations of corporate misconduct have sparked outcries by the public and some state officials.

On the other hand, the chair of the state Senate insurance committee says Florida needs to get "off the drug of artificially low insurance rates," particularly because non-Citizens policyholders would have to contribute for any shortfall if there were a major disaster.
