Federal Judge Frederick Scullin recently struck down D.C.'s ban on carrying handguns outside the home, ruling that the ban did not meet the constitutional standards set by a 2008 Supreme Court decision that found an earlier blanket ban on handguns violated the Second Amendment to the U.S. Constitution. The judge later agreed to postpone his ruling for 90 days. Now, D.C. leaders have until October 22 to appeal the ruling, or pass new legislation.
