How can West Phoenix address its transportation challenges?

The lack of connection between areas of Phoenix is perhaps most obvious when it comes to transportation. The Western city limits of Phoenix are over 15 miles away from the center of the city. Those who live in select areas can ride the light rail, but folks in the West Valley may feel more limited by their transportation choices. If you don't have a car, how connected do you feel to the rest of Phoenix when you're so far away?
